TikTok Ad Spy Tools: Free and Paid Options Compared

The best free TikTok ad spy tools are TikTok's own: the TikTok Creative Center, which shows top-performing ads by region and industry, and the TikTok Commercial Content Library, which lets you search ads shown in Europe by advertiser. For deeper search across brands and countries, paid tools like Pipiads and Minea start from $49 a month.
TikTok is the one major platform where the free official data is not quite enough on its own. Meta shows every live ad from anyone. TikTok shows you what's trending, plus a European transparency archive. That gap is why paid TikTok spy tools have a real market.
What does TikTok give you for free?
Two different tools, built for different reasons.
TikTok Creative Center is a marketing inspiration tool inside TikTok's business site. Its Top Ads section lets you browse high-performing ads filtered by region, industry, campaign objective, ad format and time period. Each ad comes with some performance context from TikTok, and there are separate sections for trending songs, hashtags and creators.
What it isn't: a competitor lookup. You can't type a rival's name and see all their ads. You see what TikTok chooses to surface as top performers.
TikTok Commercial Content Library exists because of European transparency rules. It lets you search ads that were shown in the EU by advertiser name or keyword, with dates, and the countries where they ran. If your competitors sell in Europe, this is the closest thing to a TikTok version of the Meta Ad Library.
| Creative Center (Top Ads) | Commercial Content Library | |
|---|---|---|
| Purpose | Inspiration and trends | Legal transparency |
| Search by advertiser | No | Yes |
| Geography | Many regions | Ads shown in the EU |
| Performance hints | Yes, TikTok's own | Reach and dates |
| Cost | Free | Free |
How can you see a specific competitor's TikTok ads?
There are four practical routes, from free to paid.
1. Their TikTok profile. Many brands post their best ad creative as organic posts too, especially Spark Ads, which promote existing posts. Scroll their profile and sort by popular.
2. The Commercial Content Library. If they advertise in the EU, their ads are searchable there.
3. Their Meta ads. Brands running TikTok-style video almost always run it on Instagram Reels and Facebook as well. The Meta Ad Library shows every live ad, worldwide, with start dates. Our guide on downloading Instagram Reels ads covers saving those.
4. A paid TikTok spy tool. This is the route that gives you any-brand, any-country search with history.
In practice, route 3 answers most questions. Short vertical video is now cross-posted so routinely that the Meta library is often the fastest free window into a brand's TikTok creative.
Which paid TikTok ad spy tools are worth knowing?
The two names that come up most, with verified entry prices:
Pipiads (from $49/mo) is built specifically around TikTok ads. It is strong on searching by keyword, product and advertiser, sorting by engagement and run time, and seeing the landing page and store behind an ad. It is popular with ecommerce and dropshipping teams.
Minea (from $49/mo) covers several social platforms, TikTok among them, and leans heavily towards product research for ecommerce. Our Minea review goes through its strengths and weak spots.
Others worth a look: BigSpy (free tier, paid from $9) includes TikTok among its networks, which makes it the cheapest way to try cross-platform search. Foreplay (from $59, or $49 billed annually) is built around saving and organising ads from several platforms, TikTok included, for creative teams rather than product hunters.
AdSpy ($149/mo) is focused on Facebook and Instagram, so it is not the tool for TikTok research. Our best ad spy tools comparison sorts all of these by platform coverage.
What should you look for in TikTok ads specifically?
TikTok creative lives and dies in the first two seconds, so the review is different from reading a Facebook image ad.
The first frame and the first line. Write down exactly what's on screen and said at the start. That is the hook, and it is the most transferable part.
Format. Talking-head UGC, green-screen reaction, a "things I bought" list, a before-and-after, a skit. Formats move in waves; knowing which one is working in your category right now is half the brief.
Native feel. The ads that last on TikTok usually look like posts, not ads. Note caption style, text overlays and whether the creator is looking at the camera.
Sound. Trending audio versus original voiceover. It changes how the ad should be edited.
The offer. TikTok ads often lead with a discount or bundle because the audience is cold. See how competitors phrase theirs.

- 2Check competitors directlyProfiles, the Commercial Content Library, and their Meta ads.

- 4Group by formatUGC, demo, list, reaction, skit. Count how many of each keep running.
- 5Brief your own versionsKeep the format and angle; change the creator, script and product shots.
Can you use the same research for Meta ads?
Yes, and it usually saves money. Reels and TikTok reward similar creative: vertical, fast, native-looking, with a hook in the opening second. A format that works on TikTok is a strong candidate for Instagram Reels, and vice versa.
Because the Meta Ad Library is complete and free, I often do the heavy lifting there. You can see every live ad from a brand, check the start date on each, and save the long-runners. Our free Meta Ad Library downloader saves those videos in original quality, or a whole search as one ZIP with a searchable index, so you have a local archive to brief from. The full method is in how to download Facebook Ad Library videos.

What are the limits of TikTok spy data?
Every source above sees only part of the picture, and it helps to know which part.
The Creative Center shows what TikTok selects as top ads, which skews towards large advertisers and broad categories. The Commercial Content Library only covers ads shown in the EU. Paid tools build their databases by crawling and sampling, so a brand with no results in a tool may simply not have been captured yet.
None of them show spend. Run time and engagement are proxies, and both can mislead: an ad can run for weeks at a tiny budget, and a giveaway can inflate comments. I treat any single number as a reason to look closer, never as proof that an ad works. The most reliable read comes from patterns: several long-running ads from the same brand, in the same format, pushing the same angle.
Is it OK to download and reuse TikTok ads?
Viewing and saving public ads for research is normal practice; it is what every spy tool does. Re-uploading another brand's video as your own ad is a different matter. It can breach copyright and platform rules, and it is poor strategy anyway, because the creator and brand are recognisable.
Copy the angle, not the asset. Take the format, the hook structure and the offer logic, and produce your own version. This isn't legal advice.
